On the P#46a there is no activity on the obverse but the serial numbers fluoresce on the reverse, as seen here at 365nm:

On the P#46b UV activity differs slightly under UVA and UVC light. This is because this note has block patterns on the reverse.

When the note is viewed under UVA light, the obverse appears to fluoresce but this is bleed-through of UV activity from the reverse side. On the reverse the block pattern is a pale green. Here is the note seen at 365nm:

At 254nm there is stronger activity on the reverse. The block pattern now fluoresces bright green:
